Shri C.M.Jatua, Minister of State for Information and Broadcasting, launched the Newly Designed website of Press Information Bureau at a function held here today. Speaking on the occasion, the Minister said, the newly designed website would enable media persons to access information promptly. This would facilitate timely flow of information for important events taking place within the Government. The Minister also launched the “Online Application System” for Community Radio Stations, developed by Ministry of Information and Broadcasting in association with Commonwealth Educational Centre for Asia (CEMCA).
Speaking on the occasion, Principal Director General (M&C), Smt. Neelam Kapur, mentioned though the website remained the most widely surfed information website, it had become necessary to introduce tools for providing quick, accessible quality information to the user, especially those belonging to the media. Some of the key features that had been introduced in the new website included the new colour scheme for the web-site, faster user friendly search system, placement of Urdu releases on the Home Page and the introduction of the SMS Alert System which had been introduced to alert beat correspondents regarding posting of handouts. For availing this service, it was mandatory to register with the SMS service. Principal D.G. further stated that a number of media persons were accessing high resolution print quality photographs and the rich archival material available on the site for their professional duties.
Secretary(I&B), Shri Raghu Menon, Special Secretary (I&B), Shri Uday Kumar Varma and Senior Officials of the Press Information Bureau & the Ministry were present during the function.
The web-site of PIB, pib.nic.in, was first launched in 1998. The new website launched today has the following main features:
· The new website is designed on a soothing three-colour pattern corresponding to the colours of the national flag.
· Arrangement of elements has been standardized across pages. Different elements (such as facilitations of journalists) have been grouped together.
· Urdu releases are also displayed on the Home Page in addition to English and Hindi releases/features.
· Hindi content is now available in UNICODE. This font system will, in future, obviate the need for font conversion and will be editable/viewable across platform and browsers.
· A segment has been added for video content. Presently video content is being generated through Live Web-cast of cabinet briefings and President’s /PM’s speeches at national events.
· Search has been made faster and more user friendly.
· Facility to mail particular text/graphic content to different email ID’s has been provided.
· Users can now subscribe to PIB content through RSS feeds which can be filtered on different Ministries or type of content.
· An SMS alert system has been introduced so that when a handout is posted on the site, an alert goes to the beat correspondents and others journalists who subscribe to SMS service.
Regarding the “Online Application System” for Community Radio Stations, the applicants have been encouraged to apply online by clicking the hyperlink on the Ministry’s home page www.mib.nic.in.
This is a simple software which can be accessed easily from anywhere in the country by a person who is interested to apply on line. For the benefit of the applicants a filled in model application is also available on line.
Various guidelines issued on Community Radio by the Government on Community Radio were also available on the home page of the site. All the attachments could be sent along with the application form by using open source software for which the reference link is available at the site, which compresses, optimizes and converts them into easily up-loadable PDF files. The software being used had several other advantages such as:
· The application can be simultaneously sent to Ministries concerned for quicker clearance.
· It will facilitate quicker and easier communication with the applicant organizations through their email IDs provided with the Online System.
· Ministry will get a day-to-day update on the total number of applications filed category-wise and State-wise.
· In order to bring further transparency in the system, it is also proposed to develop an on-line tracking system through which applicants can trace the status of their applications through a Pass Word and ID.
Till date, 233 LOIs have been issued by the Ministry of I & B to operate Community Radio Stations in the country. 110 organizations have been signed Grant of Permission Agreement (GOPA) with the Ministry. 82 Radio Stations have become operational. There has been a steady increase in the number of operational Community Radio Stations in the country, which has increased from 57 stations in the month of May 2010 to 82 Radio Stations in July 2010.

Ironically, many in Balochistan are more familiar with the reporters and anchors of BBC Urdu radio and All India Radio than Pakistan Radio. They know their names and when to tune in for which programme. Even those who don’t understand Urdu or Hindi listen to these two stations, relying on people in their family or villages to translate.

VOA Khmer service celebrates 55th anniversary of first broadcast

Washington, D.C., August 16, 2010 – VOA’s Khmer Service is marking its 55th anniversary, with veteran broadcasters recalling the monumental events that shaped the news in those years, from the Vietnam War, to the genocide of the Khmer Rouge regime and the birth of a constitutional monarchy.
Khen Chen, who retired in 2007, says of her 45-year career, “I’m very proud of working for VOA Khmer, there was something new every day, it was a blessing.”
In her first years, Chen says, nearly every newscast by the Khmer Service was dominated by U.S. involvement in the Vietnam War. In 1975 the Khmer Rouge seized power and VOA reported on the darkest days of Cambodian history, the genocide and starvation that left from one to three-million people dead, a period that saw the birth of the term, “killing fields.”
Chen was a student at an all-girls high school in Phnom Penh, Cambodia when she spotted a job advertisement for Voice of America in 1962 and began a life-long career broadcasting to her homeland.
During a guest appearance by Chen on Monday’s Khmer radio show, listeners called in thrilled to hear her voice back on the air. “Ang Khen (Chen’s on-air name) is such a well-known personality,” said show host Sothearith Im, “it is wonderful that she is able to celebrate with us.”
Although the service first went on the air in August of 1955, it was dropped after several months and reintroduced again in 1962. Since then, VOA Director Danforth W. Austin says, “the Khmer Service has continuously served as a source of trustworthy information on the region and the world to Cambodians.” Today the staff reaches millions of people through radio, television and the internet.

Radio Free Asia issues 14th Anniversary QSL Card

Radio Free Asia (RFA) announces the release of 14th anniversary QSL card. RFA’s first broadcast was in Mandarin on September 29, 1996 at 2100 UTC. This card will be used to confirm all valid reception reports from September 1 -December 31, 2010. The design is a simple photo collage made from a small sample of the many stories RFA has covered in the past 14 years. Acting as a substitute for indigenous free media, RFA concentrates its coverage on events occurring in and/or affecting the countries to which it broadcasts. Those countries are: Burma, Cambodia, Laos, North Korea, Peoples Republic of China, and Vietnam.
RFA is a private, nonprofit corporation that broadcasts news and information to listeners in Asian countries where full, accurate, and timely news reports are unavailable. Created by Congress in 1994 and incorporated in 1996, RFA currently broadcasts in Burmese, Cantonese, Khmer, Korean to North Korea, Lao, Mandarin, the Wu dialect, Vietnamese, Tibetan (Uke, Amdo, and Kham), and Uyghur. RFA strives for accuracy, balance, and fairness in its editorial content. As a ’surrogate’ broadcaster, RFA provides news and commentary specific to each of its target countries, acting as the free press these countries lack. RFA broadcasts only in local languages and dialects, and most of its broadcasts comprise news of specific local interest.

Millions tune in to Pakistan lifeline through BBC Urdu service

Millions in Pakistan began tuning in to emergency lifeline radio programming, as BBC Urdu launched a new service to people in the most severely flooded areas of the country.
Special programmes will be broadcast each day in Urdu at 12.30, 15.30 and 18.30 and in Pashto at 12.45, 15.45 and 18.45 (local times).
Each transmits crucial up-to-date information to the hundreds of thousands of people currently cut off from humanitarian aid.
Highlights from Monday’s – 9 August – first day of programmes included:
Updates on affected flood areas – from food distributions to weather forecasts Testimonies from displaced people A spotlight on relief efforts Hero of the day An interview with Pakistan ’s President Zardari
Speaking from Pakistan, the BBC Urdu service’s Shafi Naqi Jamie says:
“We provide the millions whose lives and homes have been destroyed with a radio lifeline. Listeners hear about where to get food and shelter and how best to survive. But as important, by establishing a platform for people’s voices and stories, we aim to rebuild a sense of community and morale as well.”
With the crisis increasingly affecting the south of the country, the BBC Urdu’s programme will be broadcast on up to 34 partner stations, reaching over 60 million people.
The infoasaid lifeline service has been developed by BBC World Service Trust and Internews, with funding from the UK’s Department for International Development.
infoasaid aims to improve how humanitarian agencies communicate with disaster affected communities. The emphasis is on the need to deliver information, as aid itself, through the most appropriate channels.

There will be a special email-address exclusively for the evening of RSD 2010. As soon as Gary sets up this special email account, will be published.
The RSD 2010 QSL cards are being sponsored by the Danish ShortWave Club International. Reception reports for RSD 2010 should be sent with sufficient return postage to RSH using thespecial Airmail address via Ascension and the United Kingdom — exactly the same procedureas for the RSD 2009 reception reports. ALL mail to RSH should use this procedure. ALL 266 QSLs for RSD 2009 have been mailed and should now be arriving around the world.
The sunspot minimum between sunspot cycles 23 and 24 is the longest in history — much to the dismay of shortwave listeners everywhere. This minimum has lasted since 2007 and is still ongoing. There are not very many sunspots to “help” propagation, and there is no real sign of significant change. The UTC-times for broadcasting to the various target area have been very carefully selected to to have the very best chance of good reception in each area. Also, we need to have the RSD broadcasts one after the other.After RSD 2009, it was decided to change the times somewhat and to move RSD from November to October (as was the case back in the late 1990’s — Thanks, John). RSH hopes that everyone around the world has excellent reception conditions during RSD 2010 and is looking forward to your emails and also, if possible, to your telephone calls.

August 15 is a National holiday and on that day Flag Hoisting, Parades and other functions are held all over India. The main event takes place in New Delhi where the Prime Minster hoists the

Radio offers lifeline to Pakistan as crisis worsens

In response to the devastating floods in northern Pakistan, lifeline radio programmes are to start in the most severely affected areas through the BBC Urdu service.
Developed by BBC World Service Trust and Internews, the new infoasaid service will transmit life-saving information to the hundreds of thousands of people currently cut off from emergency aid efforts and most at risk.
BBC Urdu will transmit six daily bulletins in Urdu and Pashto, providing vital information including how to stay safe, avoid disease and access aid.* With much of the region’s transport and communication links destroyed, the service will plug a critical gap in delivering information in the immediate aftermath of the disaster using one of the only media channels still available – radio.
As part of an increasingly nationwide response, the programmes will be broadcast on up to 34 BBC partner stations, reaching over 60 million people. Director of the BBC World Service Trust, Caroline Nursey, says: “This humanitarian crisis is growing every day and is now on a huge scale. Very often it is the simplest information, such as where to get food or how to avoid diseases, that can save thousands of lives. This is what lifeline programming will deliver.”
infoasaid is funded by UKaid from the Department for International Development. Minister of State for International Development, Alan Duncan, says: “As flooding continues to cause destruction and suffering in Pakistan, many will find themselves cut off from family, friends and home. While of course not everyone will be able to access a radio, this is a proven way of reaching as many people as possible when no other means of communication are available.
“The lifeline radio programme is another great example of potentially lifesaving innovation from the BBC World Service Trust, providing essential emergency advice and information on staying healthy and accessing food and shelter, to help those affected cope with the immediate effects of this disaster.”
infoasaid is coordinating its response through UNOCHA and humanitarian agencies in the region. The project’s goal is to improve how aid agencies communicate with disaster-affected communities. The emphasis is on the need to deliver information, as aid itself, through the most appropriate channels.
* infoasaid will be broadcast at local times in Urdu at 12.30, 15.30 and 18.30 and in Pashto at 12.45, 15.45 and 18.45. infoasaid is a collaborative project between the BBC World Service Trust and Internews.

VOA Hausa service planning special Ramadan programs

Washington, D.C., August 10, 2010 – As millions of Muslims await the start of the holy month of Ramadan, VOA’s Hausa Service will be among the first in Nigeria to broadcast the official announcement of the start of the annual fasting and prayer season.
The holy month of Ramadan begins in Nigeria when the Sultan of Sokoto, Mohammad Sa’ad Abubakar III, who leads the Nigeria Supreme Council for Islamic Affairs, confirms reports that the new crescent moon has been sighted, an event expected Wednesday but perhaps as late as Thursday. Muslims from around the country have been urged to call the palace when they see the new moon. A committee of experts will evaluate the reports. A Hausa Service reporter will be in the Sultan’s palace for the announcement, and is expected to speak with a member of the Moon Sighting Committee, as well as get reaction from people gathered at the palace for the event.
VOA’s Hausa Service has four daily broadcasts and a weekly audience estimated at approximately 21 million listeners in the region on shortwave and AM with a website that features live and on-demand audio broadcasts.
The Hausa program line-up includes integrated newscasts, discussion shows, diverse stringer reports, interviews, feature programs, and special reports covering a wide variety of issues.

In addition, the Service will be running a series of special programs all month, including a call-in show that will allow listeners share their Ramadan preparations.

Already some time ago we informed you about the upcoming FRS 30 Years celebrations. Preparations are in an advanced stage and we once again invite you as FRSH listener to participate. Instead of writing a letter following a broadcast, we kindly ask for your personal FRS memories. Either you put them 1) on a sheet of paper or send them by mail and 2) most wanted: record your personal message and send an mp3 audio file. All listener’s contributions will be collected and together it will be our anthology of 30 years of SW broadcasts. When did you hear us for the first time, what was your favorite show, when did you get your first QSL, how much did you listen to FRS, any special on air moments you remember? AIR special broadcasts on eve of Independence Day

The 64th Independence Day celebrations will shortly be taking place in India on August 15. It is one of the major holidays of the year and affords us the great opportunity to hear some special programming via SW.
Of particular interest to listeners in North America is the President’s annual address to the nation on the eve of Independence Day (August 14). President Shrimati Pratibha Devishingh Patil’s speech will be delivered via SW radio at 1330 UT (7:00 PM IST). This gives us a good opportunity to attempt to hear the rarely used AIR Kohima SW transmitter on 4850, which is only used for special event. Also the other regional AIR stations will all be broadcasting her speech to the nation, which will be delivered first in Hindi and then repeated again in English.
As a guide to what can be heard, here is the log of my 2009 reception:
4850, AIR Kohima, 1301, August 14, 2009 with today’s program schedule; talk show about rugby in English; 1315 health program in Hindi; 1327 marching music/anthem; President’s address to the nation on the eve of Independence Day in Hindi, repeated in English till 1402; pop music program till tune out at 1410. Nice local IDs; slightly better than 2008 reception here. Started fading about 1350.
Last year the speech was heard in parallel: 4760 (AIR Port Blair); 4775 (AIR Imphal); 4835 (AIR Gangtok); 4880 (AIR Lucknow); 4895 (AIR Kurseong); 4920 (AIR Chennai); 4940 (AIR Guwahati); 4970 (AIR Shillong); 4990 (AIR Itanagar); 5010 (AIR Thiruvan.) and 5050 (AIR Aizawl). Noticeably off the air last year was 5040 (AIR Jeypore).

It should be noted that AIR Gangtok is currently off frequency. Mauno Ritola (Finland) measured them on 4837.215 kHz. with sign off at 1600:30, on August 11. Thanks to Mauno for the update.

Northern Ireland Hosts Major DAB Conferences

Belfast in Northern Ireland will host three major events on the international future of digital radio this October.
The WorldDMB General Assembly on October 27 at the Europa Hotel in Belfast brings together WorldDMB members from Europe and around the world. On the agenda is the development of the DAB family of standards, including DAB, DAB+ and DMB, and the future of digital radio broadcasting on an international scale.
The same week sees the EBU Digital Radio Conference, also held at the Europa Hotel. On October 28/29, European Broadcasting Union delegates will meet to discuss how best to chart a digital future for radio on multi-platforms. The conference will consider a practical assessment of the conditions for the successful and profitable future of radio in all its digital formats.
To accompany the EBU Digital Radio Conference, BBC Northern Ireland and RTE will present ‘Making Connections – a Festival of Radio’. The large-scale public event will celebrate radio and its connection with people and cultures at a local, national and international level. The free event will showcase new technologies and exhibits from the BBC’s local and network radio services. Visitors can also watch live radio programmes and get involved with interactive experiences. The Festival of Radio takes place in BBC Blackstaff House in Belfast between 28 and 30 October.
Digital radio in Northern Ireland is quite widespread with much of the Province within range of a regional multiplex and the BBC’s national mux. In the ROI, RTE broadcasts to 36% of the population, rising to 52% by the end of 2010. The “noise” created by these three almost simultaneous events in Belfast will raise the public profile and awareness of digital radio broadcasting across Ireland.
Letty Zambrano, WorldDMB Project Director says: “Each event’s agenda is complementary to the other two, and many of the same people will no doubt attend both the WorldDMB and EBU conferences. The BBC/RTE event is more consumer focused and will balance the two conferences by talking directly to listeners through free public events, demonstrations of how digital radio works etc.”

Voice of Zimbabwe, a state controlled shortwave radio service, was launched last week Friday in Gweru and has signaled ZANU PF’s reluctance to open up the airwaves. The station is reported to have been set up in 2007 with its general manager Happison Muchechetere saying they would carry out test runs before the actual programming started. Four years later it would seem they have finally managed to produce some programming.

AIR Leh off air due to flash floods

Press reports indicate that All India Radio transmitter at Leh was damagaed due to cloud burst & flash floods on 6th August,2010. Over 114 persons were killed & more than 200 were reportedly injured. According to sources water & mud slush entered into the transmitter room. There’s no power supply in that area.
Meanwhile AIR Leh shortwave frequency 4760 kHz wa noted off air this morning (7th Aug).

Fraunhofer announces low bitrate DRM video

German research institute Fraunhofer has developed technology that allows small-scale, low bitrate video services to be carried in Digital Radio Mondiale (DRM) signals. She will take up the role when Elizabeth leaves on 18 October. Sally-Ann is currently Director of the WorldView project for CBA. Prior to joining the CBA, Sally-Ann’s media career was in production, both radio and TV. She has also had numerous roles as a Broadcast Executive for the BBC and in the commercial broadcasting sector.

IARUMS to concentrate on cleaning-up 40 metres

The South African Radio League’s councillor for the IARU Monitoring System (IARUMS), Fred Scheepers, ZS1FCS, invites radio amateurs and shortwave listeners to join a campaign to remove non-amateur stations from the 40 metre amateur band.
It requires many persons to monitor the band from 7 000 – 7 200 kHz for intruders and record their details such as the station ID, the frequency and time. Many intruder broadcast stations will broadcast their ID on the hour and half hour.
If you cannot understand the language make an mp3 recording or a wave file and add it to your report. Fred has set a special email address that is easy to remember. It is ntruder@sarl.org.za

SDXL in co-operation with Northern Dimenson DXers, Haapavesi Folk High School and King´s Village DX announced a competition for DXers in Finland and abroad ! Who will be able to pick up the broadcasts on August 6th-7th from the biggest distance (from the TX site at Virrat, Finland N 62°23′ E 23°37′).
Correct reports will be replied with a special QSL-Card.

The international broadcasting service of KBS, KBS World, has celebrated its 7th anniversary on July 1. KBS World now has a total audience of over 45 million households in 71 countries worldwide. As part of the celebration, KBS World has launched the Internet streaming service “KBS World i” which allows audiences to access KBS World anytime, anywhere. “KBS World i” started its service in 57 countries in Europe and Central Asia on a trial basis and is expected to xpand its service in Asia, Oceania and Africa. Hello friends,
Just few notes about the IOTA SWL Contest to be held the next weekend. This Contest is a worldwide event managed by RSGB from several years and the SWL Section has been picked up by the MDXC/SWL from 2006. A lot of stations will be active from several IOTAs and you can find their great number by checking the updated list of Announced Operations by NG3K at http://www.his.com/~wfeidt/Misc/iota2010.html
Not only a Contest but a good opportunity to collect new IOTAs and to try to enter in the IOTA SWL Annual Listing. The standard rules ask to submit at least 100 QSLs from different IOTAs to enter in this Listing, but there are good news. Now the SWLs participating in the Contest can submit, instead of the QSLs, the list of Contest QSO/HRDs. There are some limits (e.g. max 50 QSO/HRDs) and a not difficult procedure must be followed but this way it will be more easy to enter in the SWL Listing, the most important official Listing for SWLs, being the DXCC not available to SWLs.

Ireland’s millions of radio listeners have been told they will not have to throw their sets away after the Government vowed it would not be switching off the country’s FM signal.
Britain and parts of Europe are planning to switch off their analogue signal in favour of Digital Audio Broadcasting (DAB), sparking fears that the same would happen here.
Standard radios can’t pick up the digital signal, which would make them, and millions of car radios, obsolete.

QSL Information – HCJB Australia

Dear DX-friends all parts of the world,
Here is a piece of information on very unique QSL-card. The Japanese service of HCJB Australia is currently issuing different QSL-cards every month. These cards are not issued by the station HCJB in Melbourne, but by the Yodobashi Church in Tokyo.
The address for reception reports is mentioned at the end of this e-mail. Now, July edition of its QSL-card is featuring an DX-pedition held from 25th to 27th of last June. The participants of this DX-pedition are six Japanese men and held on a small island called “Katsurashima”. This island, Katsurashima is located in the bay of Matsushima, near Sendai, one of the major cities in the Northeast of Japan and apart from Tokyo approximately 350 kilometers. As this island is under noise-free environment, so we hold DX-pedition once or twice every year.
This QSL-card would be issued for the reception reports in July, but if you miss to receive the broadcast within July, I suggest that you ask the Yodobashi Church to issue the July edition even after the reports in August.

Focus to be on Infrastructure Upgradation, Innovative Programming and Content Development to Address Cultural and Linguistic Needs.
Smt. Ambika Soni, Minister for Information & Broadcasting today inaugurated the 1st Regional Conference of Media Units in the North-East at Guwahati. Speaking on the occasion, Smt. Soni said, all efforts would be made to innovate communication tools and processes in order to address the communication needs of the North-Eastern region. For this purpose, the initiatives of the Ministry would aim to empower the people with quality information, while at the same time looking into issues related to infrastructure upgradation for Media Units, manpower requirements for enhancing information dissemination , programming and content creation for effective outreach.
Elaborating further, the Minister said, the initiative of convening the 1st Regional Conference provided a platform for comprehensive discussions on outlining the future communication roadmap for the region and facilitated a face-to-face interaction with the key Principals of the State Governments.
Such interactions also served as a guiding tool in designing the outreach programmes in the Media Units during the 12th Plan. This platform also provided an opportunity to State Governments to understand the working of the Media Units in the context of the recent policy initiatives undertaken by the Ministry for the region namely digitalisation, funds for software development, increasing the bouquet of channels under DTH services under DD Direct Plus from 57 to 97 in Phase-I , policy support for small and medium newspapers in local regional languages. The Minister specifically mentioned that media units such as Directorate of Field Publicity and Song & Drama Division would be strengthened from both the infrastructure and human resource perspective so that the awareness of Government’s schemes could reach the far flung areas of the country.
In her deliberations, Smt. Soni assured the participating States that issues regarding uplinking/downlinking and quality of transmission would be addressed by the recent initiatives of the Ministry pertaining to digitalization. It was also mentioned that through the Phase-III policy of FM radio, an attempt was being made to invite the participation of private players in the segment. Incentives were being provided to facilitate the partnership of private stakeholders. Regarding the Exhibition put up by DAVP on Bharat Nirman at Kalashetra, Guwahati, Smt. Soni said, that similar exhibitions would be displayed in other North-Eastern States in due course.
This would enable the region to understand the development initiatives of the Government related to flagship schemes. The exhibition displays in local languages would enable the community to relate to key initiatives.
The Conference discussed in detail the initiatives undertaken by the Media Units for the region. For Doordarshan, the initiatives highlighted included its efforts to promote Free to Air DTH Service of ‘DD Direct Plus’ by distributing 25,000DTH receiver systems through the nodal officers appointed by the state government, upgrading the satellite earth stations at Kohima, Imphal, Itanagar, Agartala and Gangtok to 2+1 systems, shift from D-9 cameras and edit suites to tapeless technology, enhanced budgetary support for in-house production thereby providing opportunity for local participation and projecting local culture. Rs.25 crores has been allocated to Doordarshan for the year 2010-11.
The Directorate of Advertising & Visual Publicity outlined the initiatives taken to effectively implement the special provisions in policies for relaxation in empanelment of newspapers in North-East. Currently, 2.4% of total newspapers empanelled by DAVP are from the North -East. The region got 19.3% of the total insertions given by the Directorate. It also highlighted the measures taken to implement special provisions for empanelment of TV channels in the region.
The Directorate of Field Publicity highlighted the publicity work carried out in the remote and inaccessible areas not reached by other media. The grass-root level communication programmes in the insurgency affected areas, border areas, char island population, tribal and dominated villages was shared with the state representatives. The proposals for revitalizing the Directorate after the withdrawal of the ERC, with specific focus on the North Eastern States.
Song & Drama Division, informed the representatives of different States about the major initiatives taken by the Department in increasing the empanelment of private performing groups and artists from each State. The Department expects to double the number of such agents of public outreach in next few months. Special emphasis is being given to all those areas like Arunachal Pradesh, Sikkim and Nagaland where there had been nil representation.
Press Information Bureau outlined the initiatives being taken in the North-East in the context of Public Information Campaigns being conducted to highlight the flagship programmes of the Government. It stated that events such as the Editors’ Conference on Social and Infrastructural issues held in Guwahati on 12th & 13th July, 2010 was an attempt to sensitize the media on key initiatives being undertaken in the region.
Summing up the discussions, Secretary(I&B), Shri Raghu Menon stated that the Community Radio as an outreach tool would be strengthened in the 12th Plan. For the North-Eastern Region, the Ministry would consider the proposal of providing Seed Capital for initiating such effective outreach tools during the next Plan period. He also stated that the Ministry would address the concern of States by interacting more frequently and addressing concerns in a time-bound manner.
