Susilo Bambang Yudhoyono terpilih sebagai Presiden Republik Indonesia periode  2009-2014 bersama pasangannya, Prof. DR. Boediono. Penetapan pasangan Susilo Bambang Yudhoyono-Boediono sebagai Presiden dan Wakil Presiden RI periode lima tahun mendatang itu diputuskan dalam Rapat Pleno Terbuka Komisi Pemilihan Umum (KPU) tentang Penetapan Hasil Rekapitulasi Penghitungan Suara Pilpres 2009. Hasil rekapitulasi penghitungan suara KPU menunjukkan pasangan SBY-Boediono meraih suara tertinggi dengan 73.874.562 suara atau 60,80 persen, diikuti Megawati Soekarnoputri-Prabowo Subianto dengan 32.548.105 suara atau 26,79 persen, dan pasangan Jusuf Kalla (JK)-Wiranto dengan 15.081.814 suara atau 12,41 persen. Perolehan suara itu berasal dari 121.504.481 suara sah.</p>
<p>Pelantikan Susilo Bambang Yudhoyono sebagai Presiden Republik Indonesia dan Boediono sebagai Wakil Presiden Republik Indonesia untuk lima tahun ke depan dilaksanakan hari Selasa 20 Oktober 2009 dalam Sidang Paripurna MPR yang dipimpin ketua MPR Taufiq Kiemas.</p>

<p><img class="aligncenter" src="https://www.nhk.or.jp/nhkworld/dotchi/top/pic/pic.jpg" alt="" width="348" height="80" />Tujuh tahun berselang sejak perang di Irak pertama kali meletus. Dalam Program Khusus tentang Perang dan Manusia edisi hari Jumat, 13 Agustus lalu, kami mengulas kisah Junpei Yasuda, seorang wartawan lepas yang selama ini menyelidiki kehidupan para pekerja migran di Irak. Mereka dikirim oleh perusahaan-perusahaan swasta untuk melakukan berbagai pekerjaan yang mendukung para tentara yang bertugas di Irak. Beberapa diantara mereka dapat pulang dengan membawa gaji yang lebih tinggi dari yang bisa mereka dapat di negaranya. Namun tersiar kabar juga tentang seseorang diantara para pekerja ini yang disandera dan kemudian menghilang ketika uang tebusan atas mereka tidak dibayarkan.<br />
Perusahaan-perusahaan swasta itu seringkali tidak melaporkan setiap kasus yang terjadi, tapi menurut perkiraan sejauh ini sedikitnya 1.400 pekerja kontrak telah meninggal di Irak.Yasuda menegaskan bahwa peperangan modern saat ini sangat tergantung pada buruh-buruh migran murah dari negara-negara berkembang di Asia dan Afrika.</p>

			<content:encoded><![CDATA[<p>Pada kesempatan ulang tahun ke-60  bertepatan dengan tanggal pembentukan hubungan diplomatik Vietnam dan Cina, Asosiasi Persahabatan Vietnam &#8211; Cina (Vietnam) bekerjasama dengan Asosiasi Persahabatan Cina &#8211; Vietnam (Cina), kedua organisasi di Vietnam dan Cina mengadakan &#8220;kontes untuk mengetahui persahabatan Vietnam &#8211; Cina.&#8221;  Kontes dimulai pada tanggal 2 September 2010 (Vietnam National Day) sampai tanggal 1 Oktober  2010 (Hari Nasional China)  dan pertama kali diadakan melalui media elektronik milik Uni Persahabatan Organisasi -Vietnam: <a href="http://www.vietpeace.org.vn/">www.vietpeace.org.vn</a></p>
<p>Kontes hubungan persahabatan Vietnam – Cina, dimaksudkan untuk lebih memperkenalkan hubungan persahabatan dan membantu kedua negara dan dunia internasional dalam mempelajari aspek yang berbeda dari situasi di kedua negara, serta membantu untuk memperkuat saling pengertian bersama-sama, dan memperkokoh persahabatan tradisional antara rakyat kedua negara Vietnam &#8211; Cina.</p>
<p>Para peserta kontes harus dapat menjawab semua  60 pertanyaan yang sepenuhnya berupa pilihan ganda, dan menyertakan informasi pribadi peserta. Kebenaran jawaban dari peserta kontes yang 100% akan menarik Panitia untuk memilih sebagai pemenang. Disediakan berbagai hadiah, antara lain 5 penghargaan khusus termasuk hadiah pertama dengan hadiah kunjungan ke Cina atau Vietnam pada tahun 2010 (tidak termasuk nilai hadiah tunai). 10 pemenang masing-masing akan menerima hadiah senilai 2.000.000 Dong Viet Nam dan 15 pemenang masing-masing mendapatkan hadiah ketiga senilai 1.000.000 Dong Viet Nam.<br />

<p>1359  25 AUG, 2145 UTC, CHINA, CNR1, talks in presumed Mandarin between male and female announcer with occasional chimes breaking up the talk.  Fighting with co-channel Iran for supremacy.  Family Radio from Taiwan (250kW) in Tagalog heard underneath it all in quiet moments.</p>
<p>1404  25 AUG, 2134 UTC, PAKISTAN, PBC, Long-winded talks by male announcer with several telephone calls.  Several ID&#8217;s.  Presumed on late for Ramadan or because of the flooding.  Good signals and alone on the channel at this time.  Some deep fades.  WTRH lists as 10kW.</p>
<p>1431  25 AUG, 2124 UTC, DJIBOUTI (US), Radio Sawa with talks. // 1548.  Poor signal level, but at this time of night, the only player on the channel.<br />
1440  25 AUG, 2116 UTC, SAUDI ARABIA, BSKSA, with General Service in Arabic. Talks with light music.  Powerhouse signal and smothering everything else on channel.</p>
<p>1458  25 AUG, 2112 UTC, IRAN, IRIB with national program.  Good signals supposedly only 10kW, peaking at S7 and some deep fades.  Completely blocking any chance at Mayotte.  Got them earlier in the year when Iran was off for whatever reason.</p>
<p>1467  25 AUG, 2110 UTC, IRAN, IRIB with national program.  Fair signals.</p>
<p>1503  25 AUG, 2107 UTC, IRAN, IRIB with national program of traditional music.  Fair signal only with no QRM.</p>
<p>1512  25 AUG, 2103 UTC, IRAN, IRIB Regional carrying national program with Iranian traditional music and soft talk.  No sign of Saudi&#8217;s BSKSA Quran program supposed to be here with 1000kW from 1300-0300.</p>
<p>1539  25 AUG, 2052 UTC, UAE (US), Radio Aap Ki Dunya, with roundtable discussion in Urdu.  Must have been a political talk because one of the participants was shouting angrily, and I could almost imagine him foaming at the mouth.  Good signals with some moderate fading.  Germany&#8217;s 700kW Evangeliums-Rundfunk heard occasionally underneath, but very weak.</p>
<p>1548/1548.5  25 AUG, 2048 UTC, KUWAIT (US), Radio Sawa duking it out with Iran who insists on being 500Hz higher in frequency, causing a massive heterodyne on the channel.  Both running bland talk.</p>
<p>1575  25 AUG, 2037 UTC, UAE (US), Radio Farda, regional 800kW powerhouse running ME pop music and occasional DJ patter.  Good signals with occasional deep fades.</p>
<p>1584  25 AUG, 2032 UTC, IRAN, IRIB Maku, running national program with male and female announcers, // with just about every other outlet on the mediumwave band.  Very strong signals with minimal QRM for ony 10kW.</p>

thank you for the interesting loggings! I have also noticed Iran here in Finland on 1548.5 kHz. Hopefully you can tune in tonight at 1430 and 1530 to catch regional Afghan and Iranian stations. Last winter I heard Afghans on 1386 and 1500 kHz here.</p>

<p>1404  25 AUG, 2134 UTC, PAKISTAN, PBC, Long-winded talks by male announcer  with several telephone calls.  Several ID&#8217;s.  Presumed on late for Ramadan  or because of the flooding.  Good signals and alone on the channel at this time.  Some deep fades.  WTRH lists as 10kW.</p>
<p>1431  25 AUG, 2124 UTC, DJIBOUTI (US), Radio Sawa with talks. // 1548.  Poor signal level, but at this time of night, the only player on the channel.</p>
<p>1440  25 AUG, 2116 UTC, SAUDI ARABIA, BSKSA, with General Service in Arabic. Talks with light music.  Powerhouse signal and smothering everything else on channel.</p>
<p>1458  25 AUG, 2112 UTC, IRAN, IRIB with national program.  Good signals supposedly only 10kW, peaking at S7 and some deep fades.  Completely blocking any chance at Mayotte.  Got them earlier in the year when Iran was off for whatever reason.</p>
<p>1467  25 AUG, 2110 UTC, IRAN, IRIB with national program.  Fair signals.</p>
<p>1503  25 AUG, 2107 UTC, IRAN, IRIB with national program of traditional music.  Fair signal only with no QRM.</p>
<p>1512  25 AUG, 2103 UTC, IRAN, IRIB Regional carrying national program with Iranian traditional music and soft talk.  No sign of Saudi&#8217;s BSKSA Quran program supposed to be here with 1000kW from 1300-0300.</p>
<p>1539  25 AUG, 2052 UTC, UAE (US), Radio Aap Ki Dunya, with roundtable discussion in Urdu.  Must have been a political talk because one of the participants was shouting angrily, and I could almost imagine him foaming at the mouth.  Good signals with some moderate fading. Germany&#8217;s 700kW Evangeliums-Rundfunk heard occasionally underneath, but very weak.</p>
<p>1548/1548.5  25 AUG, 2048 UTC, KUWAIT (US), Radio Sawa duking it out with Iran who insists on being 500Hz higher in frequency, causing a massive heterodyne on the channel.  Both running bland talk.</p>
<p>1575  25 AUG, 2037 UTC, UAE (US), Radio Farda, regional 800kW powerhouse running ME pop music and occasional DJ patter.  Good signals with occasional deep fades.</p>
<p>1584  25 AUG, 2032 UTC, IRAN, IRIB Maku, running national program with male and female announcers, // with just about every other outlet on the mediumwave band.  Very strong signals with minimal QRM for ony 10kW.</p>
<p>12585  25 AUG, 1240 UTC, GUAM (US) US Coast Guard Station NRV with SITOR/CW  marker and fair signals, no interference.</p>
<p>Sleep was elusive last night, so I decided to do a mediumwave bandscan.  I will try to do one starting from 531 this evening as Friday is the day off  around these parts.</p>

Two IRIB powerhouses sit on this frequency, one with 500kW and the other with 600kW and some audio delay making for difficult listening when they fight for the channel.  Radio Algerienne program 1 occasionally heard during fades, but supposedly at half-power (300kW) during this time.</p>
<p>540  26 AUG, 2101 UTC, IRAN, IRIB national channel with Farsi talk and music. Two high power outlets here as well, at 200 and 300 kW, struggling for channel supremacy with PBC out of Peshawar also with 300kW.  Add Kuwait&#8217;s Quran channel with 600kW into the mix and you have a pile-up requiring a loop antenna to sort out.</p>
<p>549  26 AUG, 2108 UTC, IRAN IRIB national channel with Farsi talks and interview.  400kW powerhouse Strong and stable signals in the absence of 1200kW China, but not // 531, 540 lending credence to WRTH statement that regional audio and national audio may often be swapped at the same site.</p>
<p>549  26 AUG, 2220 UTC, ALGERIA, Radio Algerienne Program 1 heard clearly in absence of Iranian audio and occasional carrier drop.  Iran seemed to be having problems with its tx as power was varied all over the place, unless this Friday morning (Kabul time) is the equivalent of the Monday morning silent period back in the US.</p>
<p>558  26 AUG, 2114 UTC, IRAN, Radio Farhang with two men in a long-winded Farsi discussion.  Local signals with no interference due to 1000kW power. Occasional music thrown into the mix.</p>
<p>576  26 AUG  2137 UTC, OMAN, Radio Sultanate of Oman, with radio play and announcements by male and female talent.  100kW with fair signals but a deep fade every few minutes.  No sign of the 750 kW Iranian station supposed to be on this channel.  Bonus!</p>
<p>585  26 AUG, 2147 UTC, IRAN, Radio Quran, with &#8211; you guessed it &#8211; all Quran all the time.  Solid, needle-pegging signals at 600kW.  Interesting live Quran reading with the crowd ooh&#8217;ing and awww&#8217;ing.  The guy singing the verses could have given Rob Halford a run for his money.  Even smothering the 1200kW Saudi station underneath.</p>
<p>594  26 AUG, 2205 UTC, IRAN, IRIB Regional from Shiraz, with a few Koranic chants and long-wided talk by male in Farsi. 400kW but still suffering from deep fades.  otherwise strong signals.  Possible BSKSA pilgrimage channel from Mecca with 50kW heard underneath and during fades.</p>
<p>603  26 AUG, 2216 UTC, IRAN, National channel with some Iranian pop music and Farsi talk.  Fair signals with 50 kW and bad QRM from an unidentified carrier on 602 kHz which had an opposite fade to it as the Iranian carrier. No audio, just carrier.</p>
<p>612  26 AUG, 2231 UTC, EGYPT, ERTU Voice of the Arabs with male and female announcers and Arabic music.  Very good signals with minimal fade. 1000kW</p>
<p>648  26 AUG, 2236 UTC, SAUDI ARABIA, BSKSA general program with news and PSAs.  Good signals and at 2000kW, pretty much the only thing heard on-channel.</p>
<p>657  26 AUG, 2240 UTC, IRAN, IRIB national channel with chanting and some Quran reading.  Good signals at 100kW,</p>

after some discussion on the German a-dx group, the conclusion seems to be that the Tabriz regional station of Iran&#8217;s IRIB is broadcasting a special Ramadan programme on shortwave and mediumwave. Check next night; this is all somewhat still presumed status. Ramadan runs until around 9 or 10 September this year.</p>
<p>Presumably the schedule is:<br />

0130-0430 UT 702, 1323 kHz<br />
Programme &#8220;Avbashdanlyq&#8221; (Voice of East Azerbaijan &#8211; IRIB Tabriz) in AZERI language<br />
Plus FM outlets 90.4, 100.9, 105.5 MHz and Intel 902 satellite.</p>
<p>The website <a href="http://tabriz.irib.ir/index.php?option=com_content&amp;task=view&amp;id=1646&amp;Itemid=247" target="_blank">http://tabriz.irib.ir/index.php?option=com_content&amp;task=view&amp;id=1646&amp;Itemid=247</a><br />
announces this broadcast for the 2009 Ramadan, and the current observations indicate that the same is true in 2010. They say that the programme runs from 4 to 9 a.m. (=UTC+4.5h), and &#8220;120 minutes&#8221; on the &#8220;overseas&#8221; service (that would be 3985). Thanks to Google Translate for improving my Farsi.</p>
<p>3985 has about the strength as the Voice of Croatia on the same frequency. Reception on 702 is good here in Leipzig, // 3985, but Patrick Robic in Austria reports a different Iranian programme which might stem from the Bushehr transmitter near the Persian Gulf, so beware which one it is you are getting. Yours truly observed 3985 to disappear at 0130, though hard to tell for sure with the Croatian powerhouse interfering.</p>
<p>702 is via the Kiashar transmitter on the Caspian Sea, usually in use for the external service for the Caucasus region. 37?24&#8242;36.33&#8243;N  50?00&#8242;44.51&#8243;E (thanks wb)</p>
<p>3985 is registered for the scrapped Mashhad site &#8211; wb says in fact it&#8217;s been via Kamalabad for 3 years; AOKI lists Sirjan.</p>

<p>11297 USB  29 AUG, 1558 UTC, RUSSIA, Saint Petersburg VOLMET, Female in Russian with ground weather.  Good signals without QRM.</p>
<p>11905  29 AUG, 1529 UTC, SRI LANKA, SLBC, start of Hindi program to India. Many IDs in English (!) by male and female announcers as: &#8220;This is Radio Ceylon calling to India.&#8221;  Male announcer gave local FM rundown and seemed to get a little lost as to where the tx&#8217;ers were located.  Program went into Local music and Hindi.  Powerhouse signals with very little interference way underneath and slight fading.  Four years and I am *still* trying to get a QSL out of these guys.  It&#8217;s just complete non-response. :</p>
<p>So we&#8217;ve installed a couple of 20 kVA voltage regulators in the household over the past few days.  The voltage was varying between 170 and 203 volts and we all decided enough was enough.  While Afghanistan has come a long way with the power utility, it is being sent down from Pakistan at 220,000 VAC and the sags get very bad.  An Ozzie friend of mine who works mentoring the power utility has said they are installing reactors and capacitors along the lines for equalization, but it isn&#8217;t helping many of the areas of Kabul. The difference is amazing with the regulators!  I can actually sit and read without feeling like I am doing so by candlelight.  Everything is much more stable.  Just a few more days until my Thailand DXpedition!</p>

<p>Daerah pegunungan Timor-Leste menjadi tantangan tersendiri dalam menghubungkan penduduk. Angka terbaru ITU (dari 2009) menunjukkan bahwa garis teledensitas telepon tetap (jumlah saluran telepon tetap per 100 penduduk) baru mencapai 0,2 persen, dengan penetrasi mobile berada di angka 29,1 persen. Konektivitas Handphone berkembang sangat pesat, dengan pertumbuhan lebih dari 200 persen sebagaimana dilaporkan pada tahun 2009 lalu.</p>
<p>Sebagai negara anggota baru ITU, Timor-Leste akan berpartisipasi untuk pertama kalinya dalam konfrensi Plenipotentiary ITU, yang akan berlangsung di Guadalajara, Meksiko pada 4-22 Oktober. Konfrensi yang diadakan setiap empat tahun sekali merupakan  konferensi yang mendefinisikan, khususnya, rencana kerja masa depan dan tujuan strategis dari Union.<br />
