			<content:encoded><![CDATA[<p>Salah seorang penyiar peraih sebuah penghargaan, David Ensor dinobatkan oleh US Broadcasting Board of Governors (BBG) sebagai direktur berikutnya untuk Voice of America (VOA).</p>
<p>VOA mencapai pendengar/pemirsa sekitar 123 juta orang melalui berita dalam 44 bahasa melalui berbagai platform media.</p>
<p>Ketua Broadcasting Board of Governors, Walter Isaacson, mengatakan pada hari Senin bahwa pemberontakan demokrasi selama dua bulan terakhir semakin menunjukkan &#8220;pentingnya arus informasi yang bebas dan kredibel dalam memberdayakan orang-orang di seluruh dunia&#8221;.</p>
<p>Dia mengatakan bahwa Mr Ensor cocok untuk memimpin VOA dalam memenuhi misinya memberikan jurnalisme besar dan presentasi serta kebijakan-kebijakan Amerika yang jelas.</p>
<p>Mr Ensor melaporkan secara ekstensif  urusan internasional selama 32 tahun melalui berita televisi dan radio. Ia pernah bekerja untuk ABC News dan CNN serta  melaporkan dari Washington untuk National Public Radio. Mr Ensor adalah anggota Dewan Hubungan Luar Negeri AS dan fasih berbahasa Prancis.</p>
<p>Mr Ensor, yang bergabung dengan VOA pada bulan Juni, sampai saat ini bekerja sebagai Direktur Komunikasi dan Diplomasi Publik untuk Kedutaan AS di Kabul. Dia menggantikan Danforth Austin, yang telah bertugas menjadi direktur VOA sejak Oktober 2006.</p>

<p>NASA asked for help from the Amateur Radio community in tracking NanoSail-D on 437.270MHz &#8211; their response has been described as &#8216;invaluable&#8217;.</p>
<p>The NanoSail-D satellite ejected from FASTSAT last week and deployed its sail late Thursday. The unfurling marks the first time a NASA craft has ever opened a solar sail in low-Earth orbit, according to agency officials.</p>
<p>Dean Alhorn, NanoSail-D principal investigator said:<br />
&#8220;To get to this point is an incredible accomplishment for our small team and I can&#8217;t thank the amateur ham operator community enough for their help in tracking NanoSail-D,&#8221;</p>
<p>&#8220;Their assistance was invaluable. In particular, the Marshall Amateur Radio Club was the very first to hear the radio beacon. It was exciting!&#8221;</p>

<p>BBC World Service gave details of its response to a cut to its Grant-in-Aid funding from the UK&#8217;s Foreign &amp; Commonwealth Office today.</p>
<p>BBC World Service is to carry out a fundamental restructure in order to meet the 16 per cent savings target required by the Government&#8217;s Spending Review of 20 October last year.<br />
To ensure the 16 per cent target is achieved and other unavoidable cost increases are met BBC World Service is announcing cash savings of 20 per cent over the next three years. This amounts to an annual saving of £46m by April 2014, when Grant-in-Aid funding comes to an end as BBC World Service transfers to television licence fee funding, agreed as part of the domestic BBC&#8217;s licence fee settlement announced on the same day.</p>
<p>In the first year, starting in April 2011, the international broadcaster will be making savings of £19m on this year&#8217;s operating expenditure of £236.7m (2010/11).</p>
<p>The changes include:</p>
<p>- five full language service closures;<br />
- the end of radio programmes in seven languages, focusing those services on online and new media content and distribution; and<br />
- a phased reduction from most short wave and medium wave distribution of remaining radio services.</p>
<p>BBC Global News Director Peter Horrocks said: &#8220;This is a painful day for BBC World Service and the 180 million people around the world who rely on the BBC&#8217;s global news services every week. We are making cuts in services that we would rather not be making. But the scale of the cut in BBC World Service&#8217;s Grant-in-Aid funding is such that we couldn&#8217;t cope with this by efficiencies alone.<br />
&#8220;What won&#8217;t change is the BBC&#8217;s aim to continue to be the world&#8217;s best known and most trusted provider of high quality impartial and editorially independent international news. We will continue to bring the BBC&#8217;s expertise, perspectives and content to the largest worldwide audience, which will reflect well on Britain and its people.&#8221;</p>
<p>BBC World Service also plans spending reductions and efficiencies across the board, targeted in particular in support areas where there will be average cuts of 33 per cent.<br />
BBC World Service also expects to generate additional savings from the new ways of working after the move to the BBC&#8217;s London headquarters at Broadcasting House in 2012, and also by the transfer of BBC World Service to television licence fee funding in April 2014.<br />
Under these proposals 480 posts are expected to close over the next year.<br />
By the time the BBC World Service moves in to the licence fee in 2014/15 we anticipate the number of proposed closures to reach 650. Some of these closures may be offset by new posts being created during this period.<br />
It is expected that audiences will fall by more than 30 million from the current weekly audience of 180 million as a result of the changes this year.<br />
The changes have been approved by the BBC Trust, the BBC Executive and, in relation to closure of services, The Secretary of State for Foreign and Commonwealth Affairs, William Hague, as he is required to do under the terms of the BBC&#8217;s agreement with the Foreign and Commonwealth Office.</p>
<p>The changes in detail are:</p>
<p>Full language service closures</p>
<p>There will be the complete closure of five language services – Albanian, Macedonian, Portuguese for Africa and Serbian languages; as well as the English for the Caribbean regional service.</p>
<p>End of radio programming</p>
<p>BBC World Service will cease all radio programming – focusing instead, as appropriate, on online, mobile and television content and distribution – in the following languages: Azeri, Mandarin Chinese (note that Cantonese radio programming continues), Russian (save for some programmes which will be distributed online only), Spanish for Cuba, Turkish, Vietnamese, and Ukrainian.</p>
<p>Reductions in short wave and medium wave radio distribution</p>
<p>There will be a phased reduction in medium wave and short wave throughout the period.<br />
English language short wave and medium wave broadcasts to Russia and the Former Soviet Union are planned to end in March 2011. The 648 medium wave service covering Western Europe and south-east England will end in March 2011. Listeners in the UK can continue to listen on DAB, digital television and online. Those in Europe can continue to listen online or direct to home free-to-air satellite via Hotbird and UK Astra. By March 2014, short wave broadcasts of the English service could be reduced to two hours per day in Africa and Asia.</p>
<p>BBC World Service will cease all short wave distribution of its radio content in March 2011 in: Hindi, Indonesian, Kyrgyz, Nepali, Swahili and the Great Lakes service (for Rwanda and Burundi).<br />
These radio services will continue to be available for audiences by other means of distribution such as FM radio (direct broadcasts and via partners); online; mobiles and other new media devices.<br />
Short wave broadcasts in remaining languages other than English are expected to end by March 2014 with the exception of a small number of &#8220;lifeline&#8221; services such as Burmese and Somali.</p>
<p>English language programmes</p>
<p>There will be a new schedule for World Service English language programming – a focus on four daily news titles (BBC Newshour, BBC World Today, BBC World Briefing, and BBC World Have Your Say); and a new morning programme for Africa. There will be a new daily edition of From Our Own Correspondent; and an expansion of the interactive World Have Your Say programme.<br />
There will be a reduction from seven to five daily pre-recorded &#8220;non-news&#8221; programmes on the English service. This includes the loss of one of the four weekly documentary strands. Some programmes will be shortened. Titles such as Politics UK, Europe Today, World Of Music, Something Understood, Letter From…, and Crossing Continents will all close. There will also be the loss of some correspondent posts.</p>
<p>Audience reduction</p>
<p>Audiences will fall by more than 30 million as a result of the changes announced on 26 January 2011. Investments in new services are planned in order to offset further net audience losses resulting from additional savings in the 2012-14 period.</p>
<p>Professional Services</p>
<p>There will be a substantial reduction in an already tight overhead budget. Teams in Finance, HR, Business Development, Strategy, Marketing and other administrative operations will face cuts averaging 33 per cent.<br />
Job losses</p>
<p>Under these proposals 480 posts would be declared redundant; of these 26 posts are currently unfilled vacancies. BBC World Service is proposing to open 21 new posts. Therefore the net impact of these proposed changes could result in up to 433 posts being closed this financial year against a total staff number of 2400.<br />

<p>BBC World Service has announced that it will be closing five language services – Albanian, Macedonian, Portuguese for Africa and Serbian; as well as the English for the Caribbean regional service.</p>
<p>This is part of its response to a cut to its Grant-in-Aid funding from the UK&#8217;s Foreign &amp; Commonwealth Office. The cut is part of a BBC World Service restructure in order to meet a 16% savings target announced in the Government&#8217;s Spending Review of 20 October last year.</p>
<p>BBC Global News Director Peter Horrocks said: &#8220;These closures are not a reflection on the performance of individual services or programmes. They are all extremely important to their audiences and to the BBC.</p>
<p>&#8220;It is simply that there is a need to make savings due to the scale of the cuts to the World Service&#8217;s Grant-in-Aid funding from the UK&#8217;s Foreign &amp; Commonwealth Office and we need to focus our efforts in the languages where there is the greatest need and where we have the strongest impact.&#8221;</p>

<p>TWR-UK is launching a new look TWR Today programme, broadcasting news and views live from its Manchester studios.</p>
<p>Listeners can tune into the new look current affairs programme to hear a clear Christian voice speaking into an increasingly secularised world. TWR Today broadcasts live at noon on weekdays with all the latest regional, national and international events. Cutting-edge news is presented with comment from Christian leaders, giving a Christian viewpoint on the issues which are shaping the world in which we live.</p>
<p>Russell Farnworth, CEO of Trans World Radio says: &#8220;TWR continues to explore every possible way of communicating the Christian message and TWR Today will bring a distinctly Christian approach to the news and events going on around us.</p>
<p>&#8220;There&#8217;s a very telling verse in 1 Chronicles 12:32 where the &#8216;men of Issachar&#8217; are singled out as those who understood the times they lived in and knew what the people of God needed to do. <p>World Service controller Craig Oliver announced the cuts in an email to staff</p>
<p>The World Service will no longer broadcast plays, the Proms or Wimbledon, as part of a cost-cutting exercise, the BBC has announced. Craig Oliver, controller of the English speaking section, said the &#8220;difficult decisions&#8221; he had been forced to make would come into force from April.</p>

<p>WASHINGTON, DC &#8211; Reporters from Radio Free Asia&#8217;s Vietnamese Service and Burmese Service won gold and bronze medals respectively at this year&#8217;s New York Festivals. Both winning entries produced pieces exploring the issue of human trafficking in Asia. Additionally, broadcasters from RFA&#8217;s Mandarin and Korean services were named as finalists by the competition&#8217;s judges. &#8220;The honors bestowed on Radio Free Asia at New York Festivals showcase the journalistic excellence for which our news services consistently strive to achieve in some of the world&#8217;s toughest media environments,&#8221; said Libby Liu, President of RFA. &#8220;Two of our winners reported on the trafficking of women and migrants in Asia, and we hope this recognition underscores the need to continue informing our audience and the world about this prevalent and<br />
nefarious issue.&#8221;</p>
<p>&#8220;We at RFA pledge to continue bringing accurate, objective news to people living in Asian countries that restrict and censor the press.&#8221; Information about RFA&#8217;s winners and finalists, and their entries follows. · Broadcaster Khanh An of RFA&#8217;s Vietnamese service earned the top award in the category of Best Ongoing News Story for her three-part series &#8220;A New Form of Women Trafficking.&#8221; The series, which aired in March 2010, documented an incident of a Vietnamese woman being trafficked to Europe. The series examined some of the local factors and people and their roles in facilitating the woman&#8217;s victimization.</p>
<p>· RFA Burmese reporter Kyaw Min Htun won a bronze award in the category of Best Coverage of Ongoing News Story for his stories on the human trafficking of Burmese refugees and migrants in Malaysia, which aired from January to May of this year. For his stories, the reporter interviewed ethnic Rohingya migrants, seeking asylum in Malaysia after being subjected to persecution in Burma. Many, however, once in Malaysia, faced exploitation by human-traffickers, abusive employers, and corrupt officials.</p>
<p>· Park Songwu of RFA&#8217;s Korean language service, was a finalist in the NYF category of Best Human Interest Story for his four-part series on North Korea&#8217;s youngest defectors. The series focused on the difficulties and challenges these individuals face once living in South Korea.</p>
<p>· RFA Mandarin&#8217;s Tang Qiwei was also a finalist in the NYF History category for her piece on the 20th anniversary of the Tiananmen Square protests, which aired on June 4, 2009. The short audio documentary, which was edited by Feng Xiaoming, used interviews with many leaders, activists, and officials involved with or connected to the Beijing student-led demonstrations.</p>

<p>Zimbabweans living in South Africa have launched a radio station which they named Radio Mthwakazi FM, The Zim Diaspora can reveal. In a statement, the station&#8217;s co-founding member Mr Gerald Ngulube kaNcube, said Radio Mthwakazi FM aims at creating community cohesion and address the negative impact of cultural decay that is affecting most Zimbabweans in the Diaspora.</p>

<p>As expected Deutsche Welle has dropped all Bengali &amp; Hindi shortwave transmissions for South Asia for the B10 season effective 31st Oct 2010.</p>
<p>Half an hour Bengali txn can be heard on MW 1548 kHz at 1530-1600 UTC (2100-2130 IST).<br />
Urdu still continues on shortwave at 1430-1500 UTC on 1548, 12065, 15620,17860 kHz for B10 season.</p>

Broadcasting Board of Governors (BBG) Chairman Walter Isaacson laid out his vision for the future of U.S. international broadcasting in a keynote address as part of Radio Free Europe/Radio Liberty?s 60th Anniversary event on Sept. 28.<br />
&#8220;Our traditional role of delivering the news top down needs to be complemented by a new approach that catalyzes social networks,&#8221; said Isaacson. &#8220;By creating peer-to-peer global communities, we help guarantee the universal human right of access to the free flow of information.&#8221;<br />
Acknowledging the newly-appointed Board&#8217;s launch of a year-long comprehensive review, Isaacson described the creation of &#8220;a great virtual global news service&#8221; that would provide reliable reporting for every medium, including social media created by members of BBG broadcasters&#8217; global audience.<br />
As he outlined his imperatives for engaging citizens with limited access to news and information, Isaacson repeatedly stressed the importance of credibility in news broadcasting, noting that &#8220;trustworthy journalism&#8221; would pay dividends for U.S. foreign policy objectives.</p>

<p>BBC Bangla noted on 8th and 9th June 2010 with announcement in Bengali at the start of the 0030-0100 UTC transmission mentioning the local times as &#8220;6.30 am in Bangladesh and 5.00 am in India&#8221;. It should should have actually read &#8220;6.30 am in Bangladesh and 6.00 am in India&#8221;. This is a ghost of the Bangladesh Daylight savings time when Bangladesh local time advanced by one hour between 19th June and 31st December 2009.During this period BBC Bangla had advanced its transmission by one hour to keep up with this change. The Bangladesh Daylight savings time was scrapped before the next daylight savings time session which was supposed to have started on 31st March 2010.</p>
<p>It is not clear since when this mix up has been continuing. BBC Bangla frequency information in Bengali script in their website had remained backdated for well over one and a half years. Only recently has it been corrected.</p>

<p>BBC Students&#8217; Club &#8211; bbcstudentsclub &#8211; is now live on the largest Russian-language blogging platform, LiveJournal.com. The new online community is aimed at both students of journalism and students of English.</p>
<p>The creation of the BBC Students&#8217; Club online community came as a result of the BBC Russian &#8220;University Tour&#8221; in the spring of 2010 when the broadcaster held a series of events at universities and major libraries in St Petersburg, Moscow, Voronezh and Yekaterinburg. BBC Russian showcased the best of its journalism, including new ways of reaching audiences by using the latest technologies, and engaged young audiences in live radio debates broadcast on the interactive programme, Vam slovo (Have Your Say). The BBC team also demonstrated BBC Russian&#8217;s multimedia Learning English content at the universities and major libraries at each location.</p>
<p>As part of the new joint project between BBC Russian and LiveJournal, the BBC Students&#8217; Club will feature the content of the BBC College of Journalism as well as the <a href="http://bbcrussian.com/" target="_blank">bbcrussian.com</a> website&#8217;s multimedia Learning English lessons, in text, audio and video.<br />
The bbcstudentsclub community on LiveJournal also will serve as a platform for young journalists to pitch their story ideas to the BBC. It also will feature the best of the <a href="http://bbcrussian.com/" target="_blank">bbcrussian.com</a> Editors&#8217; Blog.<br />
Head of LiveJournal Russia, Svetlana Ivannikova, says: &#8220;LiveJournal has become an integral part of the lives of millions of people, it helps us to better ourselves and the world around us. LiveJournal removes borders, and the BBC Students&#8217; Club project confirms this once again. Being part of the bbcstudentsclub community is both fun and educational, and no matter where people live, they can share their experiences and skills and also improve their English by communicating with speakers of English. <p>Alapur, Birdha Block, Lalitpur: Community Radio (CR) achieved another milestone on 3rd eptember 2010. Its first Community Radio (CR) station &#8216;Lalit Lokwani&#8217; went on air in Uttar Pradesh (UP) state, India, and officially began its broadcast to over 80 villages in Lalitpur district of Budelkhand region. A combined effort of UNICEF, Ideosync Media Combine and Sai Jyoti, a Laitpur based NGO, the region&#8217;s first radio station was jointly put on air by Ranvir Yadav, District Magistrate (DM Lalitpur, Jugal Kishore, Joint Director Bharatendu Natak Academi UP and well known theatre personality who also recently made an appearance in Amir Khan&#8217;s Peepli Live and Rajeshwari Chandrashekar, Programme Manager, UNICEF Lucknow at a gala function organized at the Lalit Lokwani station in Alapur.</p>

<p>FRS-Holland has officially become 30 Years old, that was on Tuesday August 31st.<br />
Following our previous mail from a few weeks ago, we have received a number of contributions.<br />
We would like to inform you we still hope to receive some more&#8230;..if you are/ were an enthusiast FRS listener, then take your chance to produce a little personal contribution, your personal FRS memories.</p>
<p>Either you put them 1) on a sheet of paper or 2) send them by mail and 3) most wanted: record your personal message and send an mp3 audio file. We realize most listeners are no deejays and do not have no recording facilities. Of course any written contribution is as much appreciated as a recorded one!!<br />
All listener&#8217;s contributions will be collected and together it will be our anthology of 30 years of SW broadcasts. When did you hear us for the first time, what was your favorite show, when did you get your first QSL, how much did you listen to FRS, any special on air moments you remember? All this info could be part of your personal FRS contribution.<br />
