<p align="left">The 54 years old DSWCI which counts experienced DX-ers in 33 countries all over the world as members, has just issued the 13th Edition of its annual Domestic Broadcasting Survey. This survey is divided into three parts:<br />
Part 1: The 39th edition of the Tropical Bands Survey covering all ACTIVE broadcasting stations on 2300 &#8211; 5700 kHz, including clandestines.<br />
Part 2: Domestic stations on international shortwave bands above 5700 kHz broadcasting to a domestic audience.<br />
Part 3: Deleted frequencies between 2 and 30 MHz which have not been reported heard during the past five years, but may reappear.<br />
(This Part 3 is only published in the E-mail version, but buyers of the printed version can get a copy from the Editor upon request.)</p>
<p align="left">This new Survey is based upon many official sources and DX-bulletins. A11 schedules are included when available.<br />
In order to make the DBS reliable, our own monitors around the world have checked throughout the period May 2010 – March 2011, if each of the 775 station frequencies is on the air. ACTIVE stations are marked with an A (&#8221;Regular&#8221;), B (&#8221;Irregular&#8221;) or C (&#8221;Sporadic&#8221;) in the list. D means &#8220;Likely inactive&#8221;. A unique feature is the right column called &#8220;Last log&#8221;. It shows the last month and year before DBS deadline on March 31, 2011 when the particular station was reported logged by a DX-er somewhere in the world. This is another way of indicating the current audibility of the station. To avoid inactive stations in this DBS, most frequencies which have not been heard during the past year, have been deleted and are moved to Part 3.

<p align="left">Other useful features for easy identification (ID) are the parallel frequencies and reference to Station ID slogans. Three sample extracts from the DBS-13 are shown the next page. Reviews can be found on <a href="http://www.dswci.org/dbs" target="_blank">http://www.dswci.org/dbs</a> All buyers of DBS-13 will get a username and password to the monthly updates on the tropical bands published as &#8220;Tropical Bands Monitor&#8221; on our website. The similar data from 2005, 2006, 2007, 2008, 2009 and 2010 are available at <a href="http://www.dswci.org/tbm" target="_blank">www.dswci.org/tbm</a> to anybody.</p>

<p align="left">The Broadcasting Board of Governors (BBG) has selected award-winning broadcaster and communications executive David Ensor to serve as the next director of the Voice of America (VOA). VOA reaches an audience of 123 million people with unbiased news and information in 44 languages across multiple media platforms.</p>
<p>&#8220;The democracy uprisings of the past two months have shown the critical importance of the free flow of credible information in empowering people around the world. The Voice of America has been pursuing this mission for seventy years by providing great journalism and a clear presentation of America and its policies,&#8221; said Walter Isaacson, Chairman of the BBG which oversees all U.S. international broadcasting including the VOA. &#8220;David Ensor is uniquely suited to lead VOA in fulfilling this dual mission. We are deeply honored that he would continue to be of service to journalism and to his country by following in the tradition of Edward R. Murrow and John Chancellor.&#8221;</p>
<p>Ensor has been Director for Communications and Public Diplomacy of the U.S. Embassy in Kabul, Afghanistan since January 2010 and will join VOA in June.</p>
<p>&#8220;David Ensor&#8217;s unique experiences and skills make him a solid fit for this role,&#8221; said Judith A. McHale, the Under Secretary of State for Public Diplomacy and Public Affairs, who serves as Secretary of State<br />
Hillary Clinton&#8217;s representative to the BBG, and who oversaw Ensor&#8217;s work in Afghanistan. &#8220;The State Department has been very fortunate to have David oversee our public diplomacy effort in Afghanistan, and we<br />
wish him well as he prepares to take the lead at VOA.&#8221;</p>
<p>Ensor is a winner of a National Headliner Award and an Emmy-nominated broadcast journalist whose 32-year career in television and radio news included extensive reporting on international affairs. Ensor covered<br />
the demise of Communism in Russia and Poland, armed conflicts in Bosnia, Chechnya, El Salvador, and Afghanistan, and the U.S. response to the 9/11 attacks. He was CNN&#8217;s National Security Correspondent and<br />
prior to that, an ABC News correspondent, with assignments in Washington, Moscow, Rome, and Warsaw. Ensor reported from Washington for National Public Radio covering foreign policy and defense issues.</p>
<p>In welcoming David Ensor, the BBG thanked retiring VOA Director Danforth Austin for his outstanding leadership. The Board recognized Austin&#8217;s role in improving VOA&#8217;s ability to engage with and grow audiences across multiple media platforms, integrating broadcast, online and social media while remaining steadfast to the principles of sound journalism enshrined in the VOA charter. Appointed to the post in October 2006, Austin has been one of the longest serving VOA directors.</p>
<p>Ensor is a member of the U.S. Council on Foreign Relations and is fluent in French. He received a B.A. with honors from the University of California, Berkeley. Ensor holds the Knight&#8217;s Cross awarded by the<br />
President of Poland.<br />

<p>The Directors of IARU Region 3 very much regret to announce the resignation for personal reasons of Seiichi (Jay) Oka JA1TRC as Secretary of IARU Region 3 from 9 March 2011. Jay became Assistant Secretary to Keigo Komuro JA1KAB then the IARU Region 3 Secretary in September 1998 and on Keigo&#8217;s resignation, Secretary in June 2009.</p>
<p>The Directors have formally recorded their acknowledgment of his contribution to amateur radio and IARU Region 3 over so very many years. As required by clause 41 of its Constitution, the Directors have appointed Katsumi (Ken) Yamamoto JA1CJP as Secretary of IARU Region 3 on the nomination of JARL. In nominating Ken as Secretary, JARL President Shozo Hara JA1AN reaffirmed his society&#8217;s strong and continuing support of IARU Region 3 and its secretary, at the same time stressing the importance of the regional secretary&#8217;s independence from any member society.</p>
<p>Ken holds a Bachelor of Science degree in electronics engineering and worked for KDD, now KDDI, in the satellite communications field for many years. During that time he worked in many countries, including five years stationed in the United Kingdom working with the International Maritime Satellite Organization. He retired from KDDI in 2002. Ken is currently head of the JARL International Section on a part time basis. He was first licensed as a radio amateur in 1967 and today continues to have an active interest in DX and contests. He was a member of the Japanese delegation representing the amateur service to the recently concluded ITU Conference Preparatory Meeting for WRC 2012.</p>
<p>I am very confident that Ken will make a significant contribution to IARU Region 3 and I am<br />
delighted that he has accepted this appointment.</p>

<p>The BBC will today launch BBC 104.7FM in Ghana&#8217;s Western Region, from a transmitter based just outside Sekondi-Takoradi, Ghana&#8217;s third largest media market and the country&#8217;s new oil city. The transmission will also reach parts of the Central Region and provide coverage along important transport routes in the area.</p>
<p>BBC&#8217;s investment in a second 24/7 dedicated FM in Ghana gives audiences in and around the Western Region the opportunity to hear the full range of BBC programmes. BBC 104.7FM will broadcast news and current affairs programmes, sports and documentaries.</p>
<p>Simon Kendall, Head of Business Development at BBC Global News, said: &#8220;We are absolutely committed to our audiences in Africa and delivering our content on FM, whether through relays or with partnerships, will be a big part of that commitment. Our investment in BBC 104.7FM will<br />
help us reach a wider audience in Ghana, growing our connection with listeners in this important country.&#8221;</p>

Hosted by Nuala McGovern, the programme will be connecting audiences in Ghana with people around the world. On a day that celebrates the economic, political and social achievements of women over the last century, the programme will debate the following question: &#8220;Why do so many men around the world think it is okay to harass and sexually assault women?&#8221;</p>
<p>Hosted on the BBC&#8217;s international news services – on radio (BBC World Service) and on TV (BBC World News) – the show is a global conversation, with the agenda set by everyone taking part. <p>JJY Ootakadoyayama station on 40 kHz was stopped at 1946 JST(1046UTC) on March 12, 2011. They did so due to the evacuation order concerning Fukushima nuclear plant. The expectation of restoration is uncertain.</p>

<p>It has been 24 hours since the worst earthquake for 140 years hit off north-eastern Sendai registering 8.9 on the Richter scale and triggering a tsunami.</p>
<p>The Japan Amateur Radio League (JARL) Secretary Ken Yamamoto JA1CJP reports that the disaster appears to have resulted in more than 1,300 people killed or missing.</p>
<p>JARL Regional HQ station JA7RL is now involved in emergency communication to support rescue and disaster relief coordination.</p>
<p>Ken JA1CJP said they are using 7 MHz SSB, 144 MHz SSB/FM and 430 MHz SSB/FM.</p>
<p>The freqency 7043 controlled by JR3QHQ the Osaka branch manager of JARL.</p>
<p>He is gathering incident information on radio and forwarding this information on the internet.</p>
<p>The channel 7075 is operated by JL3YSP in Wakayama occasionally. While 7030 kHz is the JARL emergency communication frequency in their bandplan is in use by JA7RL (JARL regional HQ station).</p>
<p>Japan has 1.3 million hams and is not in need of emergency communication help externally, although this has been kindly offered.</p>
<p>Ken JA1CJP said basically the efforts being made are purely voluntary. No organised emergency communication has been arranged.</p>
<p>Television coverage includes the heartbreaking stories of the quake hitting and the tsunami that swept away coastal towns and felt throughout the Pacific.</p>
<p>Occurring late afternoon on Friday, disrupting plans for travel, it was the worst in Japan for 140 years.</p>
<p>Caught up in the drama was IARU Regional 3 Chairman Michael Owen VK3KI who had earlier attended an IARU conference. He&#8217;s safe and well, and hopeful of being on a flight home.</p>

President Barack Obama has appointed eight media, communications, and foreign policy leaders to serve on the Broadcasting Board of Governors, the federal agency which supervises all U.S. civilian, international broadcasting.<br />
The Broadcasting Board of Governors is a bipartisan board comprised of nine members appointed by the President and confirmed by the U.S. Senate; the ninth is the Secretary of State, who serves ex officio. The new governors include the following individuals.</p>
<p>Walter Isaacson, Chair Walter Isaacson is President of the Aspen Institute and serves as chair of the board of Teach for America. He is the former Chairman and CEO of CNN and former editor of Time Magazine. Mr. Isaacson is the author of Einstein: His Life and Universe and Benjamin Franklin: An American Life, and the co-author of The Wise Men. In the aftermath of Hurricane Katrina, he was appointed vice-chairman of the Louisiana Recovery Authority. Mr. Isaacson is a graduate of Harvard College and Pembroke College of Oxford University.</p>
<p>Victor H. Ashe Victor H. Ashe recently served as United States Ambassador to Poland from June 2004 to October 2009. He also previously served as a Tennessee State Senator and State Representative. Mr. Ashe was the longest serving Mayor of Knoxville, Tennessee, was the President of the U.S. Conference of Mayors from 1994 to 1995, and received the Distinguished Service Award for Leadership from the Mayor&#8217;s Conference in 2003. He is a former member of the Americorps Board of Directors and currently sits on the Board of the National Trust for Historic Preservation and the American Rivers Association. Mr. Ashe is a graduate of Yale University and the University of Tennessee&#8217;s College of Law in 1974.</p>
<p>Michael Lynton Michael Lynton is the Chairman and CEO of Sony Pictures Entertainment. He is the former CEO of AOL Europe and Chairman and CEO of Pearson plc&#8217;s Penguin Group. Mr. Lynton is a member of the Council on Foreign Relations and serves on the boards of the Los Angeles County Museum of Art and the Rand Corporation. He is a graduate of Harvard College and Harvard Business School and is proficient in French, German and Dutch.</p>
<p>Susan McCue Susan McCue is President of Message Global, a strategic advocacy firm she founded in 2008 for social action campaigns. She was the founding President and CEO of The ONE Campaign to combat extreme global poverty and was Chief of Staff to Senate Majority Leader Harry Reid from 1999 to 2006. Before that she held numerous communications positions in government and campaigns. She is currently Vice Chair of Humanity United and a member of the Council on Foreign Relations. Earlier Mr. Wimbush directed the Society for Central Asian Studies in Oxford, England. In addition to dozens of policy studies, Mr. Wimbush is the author or editor of seven books. Mr. Wimbush studied for a PhD at the University of Chicago, where he received his A.M. from the Committee on International Relations. He holds a B.A. in History from the University of Massachusetts at Boston.</p>

<p>Continental Electronics will supply a quantity of 4 each 250 kW HF DRM-ready transmitters and associated equipment to the Saudi Arabia Ministry of Information (MOI) through First Gulf Company of Riyadh.</p>
<p>First Gulf will construct an entirely new HF station where the transmitters, antennas, and other equipment will be installed at the existing Al Khumra site outside Jeddah. The Al Khumra station was constructed by Continental Electronics and its civil contractor between 1978 and 1980, and the site presently accommodates multiple 2-megawatt and 1-megawatt Medium Wave transmitters.<br />
The new high-power HF DRM-ready transmitters will enhance the Saudi MOI&#8217;s digital broadcast capabilities and can reach targeted audiences at long distance ranges with a clear, high quality signal. The DRM-ready transmitters are similar to those recently supplied to Broadcast Australia and to Radio-TV Malaysia, employing Transradio&#8217;s latest DRM exciters with its unique pre-correction features. The transmitters will be delivered in the latter part of 2010 and the station is planned to be fully operational by mid-2011.</p>

<p>Scandinavian Weekend Radio (SWR) from Finland have their next broadcast celebrating midsummer tonight according to their website.</p>
<p>Midnight Sun Radio starts tonight, Friday 25 June at 2100 UT until Saturday 26 June at 2100 UT on their usual frequencies 11720, 11690, 6170, 5980 and 1602 &#8211; see <a href="http://www.swradio.net/schedule.htm" target="_blank">http://www.swradio.net/schedule.htm</a> for details of times frequencies are in use.</p>
